Does God give Spirit by measure? (John 4:34)

What is the meaning of Jesus' words : "Let the dead bury their dead"? (Luke 9:20; Matthew 8:22). 

What did Jesus mean when he said 'Do you think that I have come to give peace on earth? No, I tell you, but rather division'?(Luke 12:51-53; Matthew 10:34-35).
